- 3. Asian Development Bank(ADB) Study:Operational Research to Support Mainstreaming of Integrated Flood Management under Climate Change:
Under “Policy Advisory and Technical Assistance (PATA) 8089 IND; “Operational Research to Supporting Mainstreaming of Integrated Flood Management under Climate Change” has been implemented by Asian Development Bank (ADB) with financial assistance of Department for International Development (DFID), UK in two phases. The Phase I of the study comprises scoping and planning studies which began in March, 2013 completed in February, 2014 and the completion report has been submitted.
The study (Phase II) has been conducted by ADB/Consultants during 19th February, 2014 to 31st August, 2015. This Phase of the study which addresses and elaborates the operational research to support the mainstreaming of Integrated Flood Management (IFM) by taking into account projected climate change uncertainties. The main objective of the study is “to demonstrate that flood risks can be reduced through a broad mix of flood management measures, typical for the Indian context, with specific considerations for climate change”.
The objective of the study encompass combination of structural and non-structural measures as well as increasing the resilience of the communities in flood prone areas of the selected two basins (Burhi-Gandak, Bihar and Bramhani-Baitarini, Odisha), such that the selection of such measures can be replicated or adapted in other basins/sub-basins.
A draft final report was submitted on 2nd October, 2015, presentation of the same was made to the Project Overview-cum-Steering Panel (POCSP) on 4th November, 2015. As per decision taken by the members in the POCSP meeting a Technical Sub-committee was constituted under the Chairmanship of Member (RM), CWC with officials of NIH, State Governments, CWC and NWM for examination and finalization of the recommendations and comments/observation. The Technical Sub-Committee meeting was held on 4th December, 2015. The draft final report of the study has been examined by the members of the sub-committee, based on the observations/comments from the Central organisations/Ministries/State Governments and International Organisations and the final report has been submitted to National Water Mission by the ADB/Consultants.
